Meeting reviews National Drainage Programme

KARACHI-Provincial Coordinator, National Drainage Programme (NDP), Brig. (Retd) Abdul Haque presided over the 5th review meeting regarding implementation of projects and issues under NDP here on February 07, 2002.

The meeting reviewed at length the progress of projects with special reference to implementation of decision taken during the presentation on SIDA held under the chairmanship of Sindh Governor on January 12, 2002.

The meeting was i nformed that a committee comprising of Managing Director, SIDA, Chief Executive Irrigation and Power Department (Gudu,  Sukkur and Kotri Barrages) S.Es of Nara and Rohri canals, concerned  District Nazims and representative of International Reform Consultants (IRC) was constituted to review the comparative discharges in both  canals. The report in this regard will be submitted by the committee within one month to Governor Sindh, it was further informed.

The meeting directed the Irrigation and Power Department that the schedule of water discharges should be properly advertised in leading dailies and also displayed outside the offices of district, Tehsil and Union councils Nazims for transparent enforcement of distribution. The Agriculture Department was also directed to play lead coordination role for effective dissemination of water distribution to farmers at District
level.

It was decided that IRC would finalise the re-draft of SIDA Act  and the same may be submitted before the next meeting, that is, on  February 12.

It was informed at the meeting that SIDA has formed a strong media strategy to educate stake holders about the benefit of Participatory Irrigation and Drainage Management. The meeting was also informed that IRC would play a key role in creation of public awareness with due involvement of NGOs, District Governments and civil society members for making the plan of participatory management, effective and
irreversible.

The meeting was attended amongst others by Managing Director, SIDA,Chairman, Nara Canal Area Water Board, Directors of Area Water Board-Nara Ghotki and Left Bank Circles, NDP Consultant, C.P.J. Hopmans and  Management Consultant, SIDA, John Lee.
