Water-sharing
under '94 formula slammed
HYDERABAD-A meeting of the Sindh Water Committee held here on
Thursday has condemned the continuation of Indus water
distribution according to the disputed 1994 ministerial
decision.
It deplored that although Irsa chairman Noor Muhammad Baloch
under instructions from the chief executive secretariat had
rejected the 1994 water distribution formula and issued a
notification that the water should be distributed in
accordance with the 1991 accord, the chief executive
secretariat not only rescinded its earlier decision but also
issued new instructions when the notification was vetoed by
Punjab.
The meeting said that the members of the advisory council of
Irsa had also rejected the decision of the chairman and thrust
the illegal decision that the water should be distributed in
accordance with 1994 formula. The result was that even
drinking water was not available in Sindh and the agriculture
of the province has been destroyed, it said.
The meeting was unanimous that no good can be expected from
the present rulers who have called themselves Sindhis and
promised to provide Sindh its due share of water but were now
supporting greater Thal canal project and other anti-Sindh
decisions.
The meeting held that notwithstanding protests by the people
of Sindh, the on-going construction of greater Thal Canal was
tantamount to pushing Sindh towards more alienation by
depriving the province of the legal and constitutional
safeguards guaranteed under the federal system. It pointed out
that Sindh had become helpless against the economic and
political terrorism.
The meeting was of the opinion that a licence had been issued
for the economic murder of Sindh through the construction of
grater Thal canal, which would undermine the foundations of
Pakistan. The meeting decided that in order to register
protest against the construction of greater Thal canal a token
hunger strike would be observed on April 20 and a
demonstration would be held here on May 19.
