Advisory

To improve knowledge and transparency of the world animal health situation

One of the main missions of the OIE is to improve knowledge of as well as the transparency of the world animal health situation.

In order to achieve these objectives, the OIE manages the world animal health information system, based on the commitment of Member Countries to declare through the OIE the main animal diseases, including zoonoses. Under the current OIE classification, the most important diseases are divided into two categories: List A and List B.

This system includes:

An alert procedure to warn the international community of exceptional epidemiological events in Member Countries. This alert system is aimed at the decision-makers in the Member Countries, enabling them to take any necessary protective measures as quickly as possible;

A procedure for gathering monthly and annual animal health data from around the world.
For more details on these procedures, please refer to Chapter 1.1.3. of the International Animal Health Code which establishes the obligations of the OIE Member Countries in this respect.

To improve transparency, the OIE has set up a verification procedure for non-official information from various sources on the existence of outbreaks of diseases that have not yet been notified to the OIE.

Details of events of exceptional epidemiological significance are published, on receipt, in the three official working languages (English, French and Spanish) of the OIE, under the heading Emergency reports and are grouped each week under the heading Weekly disease information.

An electronic distribution list called OIE-Info has been created to facilitate and widen the dissemination of animal health information, in the form of an immediate message sent to the Delegates of the Member Countries, the OIE Reference Laboratories and Collaborating Centres, international and regional organisations, as well as any institutions or individuals interested in receiving such information.

The monthly and annual data supplied by Member Countries on animal diseases and zoonoses is entered into the world database hosted by the OIE Central Bureau. The information contained in this database can be accessed directly via a web interface called Handistatus.

A synthesis of annual data is also contained in a publication entitled World Animal Health, which also includes more detailed reports. These reports are available in PDF format under the heading World Animal Health.

The diagram below illustrates the OIE system for collecting, analysing, processing and publishing animal health data and information.

A special section is devoted to the world bovine spongiform encephalopathy (BSE) situation in view of the many requests for information on the subject received by the OIE.
